What is the Google Play 12-tester requirement?
Google requires newly created personal developer accounts to run a closed test with at least 12 testers opted in continuously for 14 days before they can apply for production access. The requirement was reduced from 20 testers in December 2024. 'Opted in' means the tester accepted the invite and installed the app — invited-but-not-installed doesn't count.
